How do you network two computers windowsXP/ Windows 2000 Professional?
How do you share files across this network?
How do create a permission? and what is used for??

To network 2 computers, you either need a 'Switch' or a crossover network cable. The Crossover cable is the cheapest was as you just connect one end to one comp and the other end to the other comp.
Both pcs will need tcpip installed, and a Static IP address and subnet mask (eg- 10.0.0.1 and 10.0.0.2 for the ip addresses, and accept the default subnet mask).
Once this is done, you can create a folder (or select an existing one), right-click it, sharing, and enable sharing for it with full permissions.
You'll probably need to disable Windows Firewall or any other firewall that you've install on both pcs.
Active directory is ONLY for pcs that participate in an Active Directory domain, which is not the case here.

You use a hub/router/crossover cable to create the link.
You share the folders .
You assign security for the shared resources so only authrozied users can access them.
Active Directory is a server based function, in its simplest form, its a directory for users and the admin can apply action to a group rather than individual, making it easier to manage hundreds of users
